The quest can be unlocked once Soldier 11 is about to level up her trust to Friendly.

Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Soldier 11 Trust Events and Best Answers
The Commission appears when Soldier 11 is about to rank up her Trust Level to Friendly with the Proxy.
The Commission will appear in the schedule and can be selected.
Soldier 11 Guide and Best Builds
Accept the commission via the Schedule first thing in the morning. The Commission will only appear if Soldier 11's trust level with you is about to rank up to Friendly.
Head over to Godfinger and meet Soldier 11. Spend time with Soldier 11 and finish the commission after a few dialogue options.

The dialogue choices you make in Don't Underestimate Gaming do not matter as all will increase trust.
Completing Don't Underestimate Gaming will raise Soldier 11's trust rank to Friendly.
