Devourer of nations seems to have rules like some other bosses in atlus games In my experience he’ll all reset, great dragon’s wrath (if his attack isn’t maxed) shriek and spam AOE if anyone is in the front line or if you have the royal summoner on the field and alive He’s really got it out for Eupha, I had basilio use royal knight’s proclamation and he used AOE till Eupha fell then started attack basilio

Just use the accessory that ends the enemies turn when you dodge their attack on the ninja and lower his accuracy with the ninja skill and you almost always end his turn in 1 - 2 attacks

I'm not sure if this boss guide was tested for Hard difficulty. It recommends using an Ice-weak class (Royal Summoner) on Eupha, without saying to equip the accessory to cancel out the weakness. There's absolutely no mention of how this dragon will spam a target all ice breath while Holy Knight's Proclamation is active. Makarakarn seems necessary to reliably stop this before it kills even an overleveled party.
