    you can get it atlabury heights in the opera house before the door that leads u up to the roof. From what I remember, u have to continue returning lost items to the people in the opera house where u will then eventually end up with a love letter that u have to return to a certain dude. My tip for this would be to talk everyone because when ever u find a lost item, their dialouge won't be grayed out anymore and u won't have to bother remembering where to return the item.
