To unlock Clear Sky Invitation, you must clear the first Soldier 11 Agent Story subquest Mole in the Hole (I), which is also known as Scarlet Invitation or Passing Off as Fake!

Ask Yuzuha and Alice About Their Plan
Head to Yuzuha's Shop. Talk to her and Alice, then head to the Fantasy Resort together!
Meet up with Yuzuha and Alice
Meet up with Yuzuha and Alice in the Fantasy Resort map. Talk to them, then change into Summer Outfits!
Talk to the Resort Staff
Consult with the resort staff, then brainstorm ideas on how to restore the resort's popularity. Once you're done talking to your sibling, Yuzuha, and Alice, the quest will be complete. The next quest will be Restoration Project!
