The Phantom Thief's Confession unlocks after sending Hugo a DM and choosing the “Come to my place!” dialogue option.
Selecting the “Let's go to Reverb Arena” option will unlock the other trust commission instead.

Meet Hugo at the Metro Station
Meet Hugo at the Metro Station on Sixth Street. He'll ask you to walk with him as you head home to the video store.
Head Home with Hugo
Starting from the station, take a walk through Sixth Street with Hugo. Once you've reached the Random Play video store, talk to him to begin the trust event.
