You can unlock Geppetto in Lost Void of Hollow Zero. To unlock Lost Void, you need to complete Mole in the Hole (I), which is the first Soldier 11 Agent Commission.

The Geppetto Boss released in Version 1.6 on March 12, 2025! This enemy was introduced in the 1.6 Livestream on February 28, 2025.
Geppetto is also a crucial boss in the Dancing On Strings side quest wherein Proxies will help Ray in furthering her research on it
1.6 Release Date and Banners Guide
Target Geppetto's hands or tail to cause Impairment, forcing it into the Puppet State. This will interrupt its attacks and create an opening for your Agents to deal heavy damage.
When Geppetto casts Curtain of Phantoms, move immediately out of its range. The phantom attacks will deal heavy damage and may stun agents if you stay in one position for too long.
Stepping into the Curtain of Phantoms triggers a Suspended State, slowing movement and disabling skills. Stay away from it and keep an eye on your position to avoid getting caught.
Geppetto summons Ethereals to aid it in battle. If you defeat them within the time limit, Geppetto will fall to the ground, leaving it exposed to a strong counterattack.
Geppetto can be encountered in Hollow Zero. This is an endgame challenge mode, so enemies here will be tougher than usual!
