When Anby asks where do you want to go, choose the option Choose Let's go to the Bardic Needle! This will start the Weather and Music commission and you can meet Anby in front of the Bardic Needle.
Note that choosing Come to the video store! will start the Urban Legends Videotape commission instead.

After sending Anby a DM, inviting her over to hang out, you can meet up with her in front of the Bardic Needle in Sixth Street. You can meet up with her at anytime of the day.
