How to Get AS Refined Materials
Reach the Upper Floors of Harabah Block
AS Refined Materials will start to appear in chests upon reaching the upper floors of the Harabah Block.
The Harabah upper floors start at 199F until 226F. They can be found randomly in chests emitting a green light within the upper floors of Harabah Block and beyond.
Get from Chests in Monad Doors
AS Refined Materials can be found within Monad Door chests. Monad Doors appear randomly and contains powerful enemies guarding them.
They will also disappear when you don't access them and you move to different floors, so make sure to access them immediately while being prepared first in order to get the chest rewards inside.

Nihil Material to Create Stronger Equipment
AS Refined Material's main function is to let you create refined equipment which includes weapons, accessories and armor for your party members.
You will need at least one AS Refined Material and other required materials which usually includes a Heart Item to fuse one AS Refined Material equipment.
How to Fuse AS Refined Material Equipment
Fuse at Mayoido Antiques on 7/18
You can fuse an AS Refined Material equipment in Mayoido Antiques when you unlock it on 7/18 and get the material from upper Harabah.
