You will finally be able to get Prime Nihil Cloth by unlocking the Mayoido Antiques on 7/18 and reaching the upper levels of Harabah Block in Tartarus.

The upper Harabah floors consists of 199 until 226F. They can be found randomly in chests within the Harabah Block and beyond.

Get from Chests in Monad Doors

Prime Nihil Cloth can be found within Monad Door chests. Monad Doors appear randomly and contains powerful enemies guarding them.
