The Shatter Blast Ammo Mod is a potential reward from the Reward Rift that appears after completing a contract.
Note that the rewards are random and it's not always guaranteed that you will receive a Shatter Blast Ammo Mod, so you may have to do a few contracts before you stumble onto one.
If you have obtained the Shatter Blast Formula as a reward from Contracts in the Medium Threat Zone, you'll be able to craft a Shatter Blast Ammo Mod for free.
However, there is a 3-hour cooldown after crafting up one ammo mod and you'll have to wait for the timer to end before you can make another one.
How to Get All Crafting Schematics
You can get a free Shatter Blast Ammo Mod upon completion of the Nest Wrecker Mission. You'll encounter this mission once you reach Tier 5 of Act 1.
