The Travis Rilea error code pops up when your game is having difficulties connecting to the official game servers. When this happens, first try checking whether online services are available for your current platform.
If Xbox, PlayStation, Steam, or Blizzard online services are down, then that may be the cause of the issue and your only option is to wait for them to go back online.
Check for MW3 Server Outages via COD Updates
If your platform's online services are up, then checking to see if MW3 servers are down will be your next step. Check out the official Activision Online Services Status Page if the servers are online and for official fixes.

Restart Your Router and System
