I don’t know at what point in the game state it shows up, but looks like in Altabury Heights there’s a Flower Selling Woman that sells Jewelled Root Seeds on Upper Dia Franco Street. 5000 reeve each

Best place to farm Jewelled Root is in the Disgraced Ruins right before the dungeon boss. There will be 2 mimics in a room not too far from the cat and you will need to be level 67 or lower so you don't kill them. Have MC on Thief lineage for the hero passive and equip other party members with Lucky Find (from Merchant). Also have Bardon to at least 7 so you have a guaranteed escape (except from certain fights). Break the bars on the Mimics, enter squad battle then escape. Keep repeating this.
