The Fuse is found in the bedroom of the Beneviento House. You will need the Relief of a Child from the breaker box to enter.
The Fuse is needed to get the elevator back up and running in order to escape the basement. After taking the Fuse, approach the stairs and Baby will continue chasing you, so be careful. Hide under the bed in the Bedroom and rush back to the elevator to escape when you see an opening.
