How to Unlock Flare Tornado

Unlocked Through Raising Arte Proficiency

Tales of Arise - Status Menu and Proficiencies

Flare Tornado can be acquired for Shionne if the player can Increase Blast Strike arte proficiency to at least 400.

To check a character's proficiencies, open up the in-game menu and press on the status button to see the proficiencies of each individual character.
