It is located on the area beyond the door where you have to put the Relief of a Horse in a wall. Go further to the end of the area and look for the door with two light bulbs and destroy them. Grab the Cog Mold then inside the case.
The Cog Mold is used to make a Large Cog in the Foundry of Heisenberg's Factory. Use the Large Cog on the Back-Up Generator to restore power to the factory.
