In Beyond the Dawn, you can get Gahm Arthalys by completing the sub-quest “Even If I'm Not a Hero”.

You can unlock this sub-quest after you've completed the “Disappearance and Distress” main quest and “A Donut-Fueled Town Revitalization [Reconstruction]” sub-quest.
