Vault 34

Head for Nellis Air Force Base and grab Colonel Blackwell's Key from the filing cabinets at Pearl's Barracks.

Go to Vault 34 afterwards and locate the Overseer's Office. Activate the Overseer's Terminal to open the Armory door where Pulse Gun is. Use Colonel Blackwell's Key to open the gun case and obtain the Pulse Gun.
