The pair of Scissors can be found held by a doll in the secret passageway after completing the Film Puzzle.

Scissors Use

With the Scissors, you can now cut through the bandages blocking your way and continue back to the Doll in the Workshop. Examine its chest and use the Scissors to receive the Brass Medallion.

With your guns and knife still missing, this pair of Scissors serves as a makeshift weapon against Angie. You do not need to equip them, as when you interact with Angie during the fight, Ethan will use the Scissors automatically.
