You first obtain the Head Flask, in the guise of the Dirty Flask, when you exit the Tower of Worship in Castle Dimitrescu. Its true nature is revealed to you by the Duke.
Individually, the flasks cannot be used as is. Only after completing all four Flasks, can you rematerialize Rose in the Ceremony Site.
