Everything Were Paper! is a Trust Commission for Burnice where she will request the Black Tales videotape. She will also be available to promote the video store after completing this commission.

Everything Were Paper! will be unlocked once you've reached the Friendly Trust Rank with Burnice. The Trust Commission will appear on the schedule the next morning.
How to Increase Agent Trust Level
After reaching the Friendly Trust Rank with Burnice, check and read the DM from her about the Black Tales videotape. If you already have the tape, another message will occur shortly afterwards.

After answering Burnice's second DM, wait for her to come to the Random Play video store. Once she arrives, talk to her, and watch the videotape she requested.
The dialogue choices you make in Everything Were Paper! does not matter as they will not increase trust.
After completing Everything Were Paper!, Burnice can now promote the video store.
