Tonitus Pluvia can be acquired for Shionne if the player can Unlocks with Tonitus Celestra

Increase Blast Strike arte proficiency to at least 200.

To check a character's proficiencies, open up the in-game menu and press on the status button to see the proficiencies of each individual character.
