Get up onto the roof of Shahin Manor, then jump into the pool close to where Mister Peeks is to receive the reward rift that contains the free PHD Flopper Perk.

The PHD Flopper is purchasable from the PHD Flopper Perk Machine for 2,000 Essence. These Perk Machines are marked by icons on the Tac Map. However, their locations vary, as they are randomly chosen from a pool of Perk Machine spots in each match.
You can craft a PHD Flopper Can if you have its crafting schematics. Go to your loadout menu and hover to your backpack and select Add Item, then go to Schematic Crafting to find the PHD Flopper Can under Perk-a-Colas.
Do note that there is a cooldown upon crafting, however the upside for this is that they are free to craft and have no additional cost.
How to Get All Crafting Schematics
Completing a contract can give you a PHD Flopper Can or a PHD Flopper Schematic as rewards from the reward rift. The rewards for these are random, so you're not always guaranteed that you will get a can or a schematic each time you finish a contract.
The PHD Flopper can be found randomly inside Loot Caches. It is extremely rare to find, and it can be difficult to locate one using this method. However, you will be able to save 2,000 Essence compared to buying it from the Perk Machine.
Diving by pressing the Prone Button triggers an explosion upon hitting the ground, dealing damage to all nearby enemies. The radius of the explosion increases the higher you fall. Use this to your advantage and clear large waves of enemies by simply jumping off high places.
This ability grants you immunity from taking any fall damage, allowing you to use it as much as you want without worrying about dying from a fall.
