Modern Warfare 3 - Transfer Battlenet to Steam
Modern Warfare 3 can't be transferred from Battlenet to Steam. You will need to buy the game on Steam as well if you wish to play Modern Warfare 3 there.

Progress Can Be Transferred Through Activision Account

Since Cross-Progression is possible for Modern Warfare 3, you can continue your progress from Battlenet to Steam, but only assuming you have the game on Steam as well.

Simply connect your Battlenet and Steam to your Activision account to continue progress!

How to Link Battlenet to Steam for MW3

Connect Through Battlenet Website

You can only connect Battlenet to Steam through the Battlenet Website, and it can't be the other way around. Head over to the Battlenet Website and view your account, then click on the Connections to link them.

Note that even if you link both accounts to each other, the game will still require you to use an Activision account to save your game progress and access other online features. It's best if you just connect them both to your Activision account!

Login to Battlenet Website. You can sign up there as well if you don't have an account yet.

Go to the Connections Tab from your Battlenet Account.

Scroll down and look for Steam. Tap on the Connect + button next to Steam after that.
