Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Seth Trust Events and Best Answers
The Silly Game trust commission can be unlocked when your trust level with Seth is near Level 3 or Close.
How to Increase Agent Trust Level
Go meet up with Seth at the back alley of Godfinger Arcade in Sixth Street. You will see him standing over a ball beside some crates.
Finish the street soccer match with Seth by kicking the ball towards him near the entrance of the Random Play video store.
Chat with Seth about the outcome of the street soccer competition.

The dialogue choices you make in Silly Game don't matter as they will not increase trust.
After completing the Silly Game Trust Commission, Seth's Trust Level will level up to Close.
