Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Seth Trust Events and Best Answers
The Making A Fool of Yourself trust commission will immediately be unlocked after getting Seth from any signal search banner. The commission will start when you answer the DM from an Unknown Contact.
You also have a high chance of getting Seth in the current limited time banner, No Match Found. The banner also features Jane Doe and Anby.

Check the DM from an unknown sender in your phone. The sender will be asking if he/she has contacted the right Random Play video store and will request a videotape.
There's a young Public Security Officer browsing through the video store. Try to welcome him and ask if he's looking for a videotape he wants to watch.
He later introduces himself as Seth Lowell, a Public Security Officer from the Lumina Branch.
After you and Seth get acquainted, give him a videotape that meets his requirements. The videotape you need to give him is the Starlight Knight, which is one of the first videotapes you will have at the start of the game.
