To fuse Michael, you first need to have fused Gabriel. You also need to have witnessed Baal's awakening in Mifunashiro Shrine.

Fuse Uriel, Raphael, and Gabriel

Wait for a Full Kagutsuchi, then enter the Cathedral of Shadows to fuse the three Seraphs in a sacrificial fusion. Whichever angel is sacrificed doesn't matter; you will always end up with Michael.
