The key to unlock the ABF Antiquities Office is located beneath the Al Bagra Fortress. Go to the courtyard on the east side of the fortress with the information board and head down the stairs.
Follow the path underground and take the first left turn until you reach a room with an Aether Tear. Do not take the Aether Tear yet. Look around for a wooden crate and you'll see the ABF Antiquities Office Key on top of it.

After grabbing the ABF Antiquities Office Key, take the ascender up the wall and take the nearby stairs into the fortress. This location is where the Outlast Dark Aether Contract happens, so it should be familiar if you have done it before.
The ABF Antiquities Office is located on the second floor of the hall on the west side. Use the key to unlock the door marked with an X and between a couple of paintings on the wall.

Inside the ABF Antiquities is a Full Power, used to instantly refresh your Field Upgrade. Feel free to use your Field Upgrade to get rid of enemies chasing you before taking the powerup.
