The Full Amp Skin is a skin for the Operator Alpine in MW3. Operator Skins are cosmetic and allow you to change how your playable character looks in the Multiplayer modes of MW3.

Charms or Weapon Charms are accessories you can attach to your weapons. Charms don't have effects and only serve as an additional decoration for your weapon.
You can get Proton Powered by purchasing it from the in-game Store for 1500 CP. If it is not showing up in the Store, you can check one of its items from the Armory, Gunsmith, Operator Tab, or Customize Tab and buy it from there.
