Safely Deliver Supplies to the Designated Place
Once you reach this area, approach Kevin by the bushes. Speak with him; he will instruct you to deliver the supplies to his colleague across the Lamenting Lake.
Follow the quest marker to the deck near the Icelake Outskirts Avian Tower. There, you will encounter the Cautious Soldier; speaking to him triggers the next step, where he will accuse you of stealing.
