To unlock Little Researcher II, you need to talk to Theo. You can find Theo at Icelake Suburban Square.

Speak with Theo
Theo can be found beside the entrance to the sewers in Icelake Suburban Square. Talk to him to have a conversation that will lead you to joining him in exploring the Icelake Sewers.

The dialogue only includes prompts that give Impression points. Other points of conversation will continue the story regardless of response choice.
Each response rewards you with different Impression points. Select the one you need the most to improve your Impression Checks.
Speak with Theo in the Sewers
Theo will be waiting for you inside the Icelake Sewers. You can use the Depths of Icelake Sewers waypoint to fast travel to the area. After a brief conversation, he will move once again inside the sewers.

Select the response that gives you the Impression stat you need. This will help you in meeting Impression Checks for some quests.
Speak with Theo Again
Theo will be exploring further into the sewers where you will find him behind the waterfalls in the lower area of the map. Talk to him to have a short conversation, before you're interrupted by a group of rats.
Defeat the Rats
Defeat the rats in the area. There will be 5 in total inside the Wastewater Treatment Depths nest. Once you defeat them, exit the sewers and meet up with Theo at the entrance in Icelake Suburban Square.
Speak with Theo Back in the Slums
Talk to Theo near the sewer entrance. There, his mother will interrupt your conversation and will be taking him home. The quest will then be completed and Little Researcher III will start.
