After your initial conversation with Shirley in the Asphodel, she will next be found in the Icelake Sewers. Head to the area, where you can go through multiple doors to reach her. Talking to her will again move her to a different location, which is the City Wall Gates.

Get atop the City Walls with Shirley for New Ideas

Head to the Eastern District in Icelake by fast traveling to the Icelake Sewers point in the map. From there, you can climb up the building to your right and head directly towards Shirley atop the City Walls.

The last step in this quest is to return to Shirley just near the City Gates of Icelake. This is close to where you last met her. Just head south and go over the wall. You will then see two grappling points you can use to reach her.
