To unlock Clock No More Ticking, you need to talk to Wells. You can find Wells at The Asphodel.
Complete In the Depths of Winter
In the Depths of Winter is required to unlock the mission. Accomplish it first so you may gain access to this quest.

Talk to Wells
Find Wells at the front of The Asphodel near Camilla and talk to him. He will tell you that because of a recent injury, he is unable to accomplish commissions himself.
Agree to do a commission in his place to start the quest.
Do a Commission
Go to Combat and choose any Commission to accomplish. Note that the objectives can differ depending on which Commission you choose.

Report Back to Wells
After completing the commission, talk to Wells again. An old man will cut in to accost Wells. Successfully defend Wells by passing any Impression Check of your choosing to move on to the next part of the side quest.
