Next, you can sneak up and ambush the Black Marketeer from behind.
Take the Black Marketeer Down
After the ambush, use your combat skills to defeat two Haze Market Thugs and the Black Marketeer to finish this part of the quest.
Speak with the Black Marketeer
After you defeat them, the smugglers run away and knock over a crate of Finale Flare, which turns out to be just fireworks. Once they are gone, a cutscene with Snow plays to finish the quest.
