To unlock Outer City Trouble, you need to talk to Tearful Rich Girl. You can find Tearful Rich Girl at Eastern District.

Retrieve the Girl's Belongings

Talk to the girl

Interact with the girl and climb up the wall to find the Brash Boy.

Defeat the Enemies

The Brash Boy will call upon his companions and 3 Muscleman will attack you. Defeat them and interact with the Brash Boy again. Afterwards, you will have a dialog that will earn you Impression Points.

Outer City Trouble Full Dialogue

(The petty thieves scatter in different directions. You pick the stolen handbag off the ground and weigh your next move.)
Response Impression Points
(Pocket the money. Let those spoiled rich kids learn what the real world's like.) Chaos +1
(Return the money. Getting robbed sucks — rich or poor.) Empathy +1

If you choose the first response, the quest will end after the choice and you will get Chaos +1. However, if you choose the second response, you will need to return to the girl.

Speak with the Girl

Interact with the girl to return her belongings. After that, you will get Empathy +1 and that concludes the quest.
