The box's backstory is uncovered by completing Stars of Hidden Dreams side quest.

Find an Old scavenger Man on the ground near Outsider's House in the Slums area to gain more information on the box. You need to pass a 130 Difficulty Wisdom Impression Check and win a mini-game to complete this quest.
