How to Unlock Little Researcher III

To unlock Little Researcher III, you need to talk to Theo. You can find Theo at The Hypnos' House.
Complete Little Researcher II
Little Researcher II is required to unlock the mission. Accomplish it first so you may gain access to this quest.

Speak with Theo
Theo can be seen near the Hypnos' House for your third encounter with him in the Little Researcher quest chain. Meet him by the bench and talk to him to initiate the quest. You will then be taking photos of areas related to the Charons in Icelake.
Photograph the Charons at the Plaza
Theo will be asking you to take a photograph of the Charons at the plaza. Head to the food stalls in the area and capture the moment. A cutscene with Theo will then be shown before moving to the next area.
Photograph the Houses
The next task is to take a photo of the Charon houses in Icelake. Follow Theo's guidance to the area, then use the camera to take the photograph. Once done, a short cutscene with Theo will play out. After this, he will return to the bench near the Hypnos' House.
Speak with Theo Again
Return to the Hypnos' House to find Theo in the area. Then, talk to him to have a deep conversation about the prejudice that Charons receive from the Solas. He will then share his newfound dream and the quest will end.
