To unlock Dead Wood in the Sewers, you need to go to Depths of Icelake Sewers. Head to the area to start the quest.
Complete In the Depths of Winter
In the Depths of Winter is required to unlock the mission. Accomplish it first so you may gain access to this quest.

Fast travel to the Depths of Icelake Sewers waypoint to find a locked door. You can interact with it, where you will be prompted to answer a question. Select the first option to open the door.

Once the door opens, enter the room to find a person named Harlowe waiting for you. Talk to him and answer his questions.
Head to the Specified Location
After talking to Harlowe, head to the Lamenting Lake area found in the upper right portion of Icelake. Here, make your way to the specified location to trigger a fight with enemies.
Defeat the Filthoids I
Defeat all the Filthoids in the area. There will be 4 in total, made up of three Veloci Filthoids and one Savage Filthoid. After defeating them, a cutscene with Harlowe will commence and the quest will be progressed.
Defeat the Filthoids II
The next objective is to defeat another group of Filthoids near the Lakeside of Lamenting Lake Avian Tower. Head to the area to defeat a similar group, comprised of three more Veloci Filthoids and one Savage Filthoid.
Collect the Reward from Harlowe
Once you defeat all Filthoids in the area, Harlowe will be waiting for you just across the frozen stream. Talk to him to complete the mission and collect all rewards.
