Forward Intel simply makes your minimap bigger, allowing you to see where enemies are coming from especially when you have Scorestreaks like the UAV revealing them on the map. Additionally, you get pings showing the direction of any revealed enemies. Handy when you can consistently get enemy-revealing Scorestreaks.
The Forward Intel perk is unlocked when you reach Level 47. You can earn XP to level up by playing matches in Multiplayer mode. The XP gained scales with your performance during the match.
