The Handbrake is one of three parts used to craft the Jet Gun on Liberty Falls. The other parts are the Water Gauge, obtained by using the Water Valve in Liberty Lanes bowling alley, and the Electrical Wires, obtained inside Riverside Radio House which you need a Mangler Cannon to enter.
After collecting all 3 parts, you can craft the Jet Gun (Thrustodyne M23) Wonder Weapon on Liberty Falls, as part of the Liberty Falls Main Quest.

The Handbrake is found inside the toolshed in the Groundskeeper's Yard, north of the cemetery. The toolshed is beside the Crafting Table.
You need the toolshed key in order to unlock the toolshed. The key is dropped by the Groundskeeper zombie, who randomly spawns when you're fighting zombies in the Cemetery.
