The SVD is the best choice for a quickscope playstyle since it is the fastest Sniper Rifle in its class, requiring no bolt-action waiting time like the LR 7.62 while being fast enough for multiple kills at close-quarters.
For the fastest ADS speed (non-inclusive of scopes), equip the Quickdraw Riser and Fast Mag II. You will not need all that ammo, since the weapon has a consistent one-shot kill potential at close-range. Balanced Stock and Ranger Handguard are added for better mobility in and out of ADS
Ported Compensator and Recoil Springs are equipped for better recoil control on tap-fires when needed, then a Long Barrel to maximize the SVD's damage range. Finalize it with the Blandwell 7x Scope or any other scope of your choice that gives a fast ADS speed.

We maintain a Recon specialist build for better situational awareness with the quickscope playstyle. The SVD is already fast enough to not need an Enforcer build and you will benefit the most from the intel and protection offered by Recon perks at close quarters.
The Impact Grenade is a good for needing to clear enemy groups fast and the Semtex for quick heals and tactical sprint refreshes. War Cry is the best for fast movement speed and health regen, not only for yourself, but also for your team.
What is Quickscoping?
Minimal Scoping for Maximum Speed
Quickscoping is a technique of minimizing the use of the scope and taking advantage of the small ADS accuracy window through quick zoom-ins and immediate kills.
This technique is often used with Sniper Rifles and is mainly improved by maximizing the weapon's ADS Speed through attachments like the Quickdraw Riser.
Quickscoping is most effective at close-quarters where fast reflexes and strong situational awareness are needed. The less time you stay on the scope, the more time you have to react to your immediate surroundings.
