The Ray Gun can be obtained via Mystery Boxes on Terminus and Liberty Falls. It costs 950 Essence to take a chance at the Mystery Box.
Note that the Mystery Boxes give you weapons at random, so you'll have to keep paying for it until it gives you the Ray Gun. If you pull a Teddy Bear from the Mystery Box, the Mystery Box will teleport to a separate location on the map.

You can open Loot Boxes near the shallow water, beside the islands in Terminus. You can see these boxes through the water — there is a bright yellow light on top of them. Swim under and interact with them to get the loot.
The Loot Boxes rewards scale per round. You can increase your chances of getting a free Ray-Gun by pushing into the higher rounds and opening the Loot Boxes.
Defeat Manglers or Amalgams, and it may drop a random rarity Loot Key, which you can use to unlock the Armory. Use a Golden Rarity Loot Key to increase your chances of getting a free Ray-Gun inside the Armory.
Finish the SAM Trials and get to the highest reward tier to increase your chances of getting a free Ray-Gun. SAM Trial Rewards do not scale per round. You can get a Ray-Gun even in the earlier rounds as long as you get them to the highest reward tier.
Once per round, you can crouch and melee the vending machine on the left by the Motor Lodge (spawn area), and there is a chance for it to drop Essence, Armor, Tactical/Lethal Equipment, Aetherium Crystals, Scrap, and a Ray-Gun.
The chances of getting a Ray-Gun are very low, but it is worth hitting the melee machine once per round to potentially get free loot.
Note: The vending machine's hitbox is a bit finicky. Move around while crouching and meleeing it until you find the sweet spot.
You can potentially get a free Ray-Gun in the Safe Deposit Boxes inside the vault in the Savings and Loan Building. Use Golden Rarity Safe Deposit Box Keys that drop from Special and Elite Zombies to increase your chances of getting a Ray-Gun.
Liberty Falls Vault Code Solution
The Ray Gun is an automatic pistol that deals powerful single shots with splash damage. Though, it has a considerable reload time for a handgun at approx. 3 seconds.
It can be Pack-a-Punched to Level 3. However, as with all Wonder Weapons, it's set at the Wonder weapon rarity level.
