Eishin Flash will be released on October 30, 2025, and will be on rate-up until November 9, 2025. She is a Late Surger for Medium and Long races. Eishin has access to mostly speed skills and green skills, but lacks recovery skills.

Her unique Schwarzes Schwert is a velocity skill with varying triggers. The original condition can certainly be met as long as she runs in a toward-the-back style: Late Surger or End Closer.
In the JP client, it was not until their 2nd Anniversary that she has the additional condition for an extra speed boost.

Eishin Flash can be harder to place competitively due to the absence of recovery skills to start with, meaning more work for PvP. She's better as as a Late Surger racer in Team Trials due to her kit having a part of navigational skills and green skills, along with her innate skills being much easier to obtain in the future.
All-in-all, for the tight spender, you'll want to save for Christmas Oguri Cap, the SSR Rice Shower/SSR Riko Kashimoto in the near future, or the Kitasan Black rerun instead.
Of course, if you have other reasons besides PvP, you can't go wrong pulling for favorites. It will be a good time to pull for Eishin Flash while she's around if you've liked her character and story for quite a while now!
