Tokai Teio's unique skill has specific conditions in order to trigger: gain a great boost in velocity on the final straight if Tokai Teio has a close target to overtake while she is in 5th place or better during the final corner or later. Additionally, Tokai Teio must stay behind her overtake target for a certain amount of time, otherwise this skill might not trigger.

Tokai Teio (Beyond the Horizon) has a similar kit to her original counterpart. They have the same track, distance, and pace aptitude, just with a different Unique Skill (that operates similarly to the original) and Stat Growth bonus.
If you need the numbers to pad your PvP teams in Class 2 and above, or if you like Tokai Teio as a character, then you can pull for her. It's important to note, however that you cannot field two Tokai Teios in Team Trials even if they are on separate teams.
If you don't need the numbers, or don't like Tokai Teio a lot, then you can safely save your Carats. Alternatively, you can instead roll in the Support Card banner for the Kitasan Black Support Card and other great SR Support Cards.

When training Tokai Teio, use the brand new Unity Cup scenario to take advantage of the new Spirit Burst mechanic. This not only lets you gain more stats than normal, but can also provide useful Skill Hints.
Since Tokai Teio has an A aptitude in Pace Chaser, and C or lower in others, run her as a Pace Chaser and play around it. This also makes it so you can activate some of Tokai Teio's skills such as Prepared to Pass.
You can also increase Tokai Teio's Pace Chaser aptitude with legacy sparks for a small stat increase, although this is optional.
To increase the amount of skills you immediately have access to on Tokai Teio, it is recommended to raise her Potential level. Particularly, raising her Potential to level 3 gives you access to the skill, Race Planner. However, if you do not have the Monies or materials to do so, you can take her innate skill, Preferred Position as an alternative.
Similar to the original Tokai Teio, this version is primarily a Medium race runner, so taking Legacy sparks for this aptitude is recommended.
Tokai Teio also has three Long races in her career, so you can increase her Long aptitude using one Legacy spark, but this is optional and only when you're struggling to win her Long races.
Make sure to prepare your stats and skills accordingly, as you can still lose despite the increased aptitude if your stats are not good enough for the race.
Both of Tokai Teio's hidden events are worth obtaining because of the additional stat and hint rewards. These events are easily completed, as most of the races required are present in her career goals.
Her first hidden event, a Classic Triple Crown race, can be easily acquired as all the races are part of Tokai Teio's race goals. You will be rewarded with +3 to all stats except Guts (which gives +17), +2 hints for Head-On, +45 skill points, and +5 bond with Yayoi Akikawa. A baseline of at least 300-400 Stamina can help you clear the races for this event.
For her second hidden event is a Senior Spring Triple Crown race, use the Agenda Function to manually schedule Osaka Hai and Takarazuka Kinen in the Senior Year as they are not included in Tokai Teio's career goals. For this event you are rewarded +25 to Speed and Power. Having at least a baseline of 400-500 Stamina can help you win the races for this event.

This version of Tokai Teio will run in your Medium team in Team Trials as a Pace Chaser. Build her Speed and Stamina so she can survive both her Medium and Long races, then adding some Power to help her break out of groups and blockages.
You can aim for a lower stat distribution as the stats above are for Team Trials. However, Tokai Teio has three Long races in her career, so reaching at least a baseline Stamina for each race is important:
We recommend a deck that has 3 Speed, 2 Stamina, and 1 Pal, with Riko Kashimoto as the preferred Pal card. This setup gives her an ample amount of Speed and Stamina to account for her Long races. Her Power stat can come from career events or Speed training.
If Tokai Teio is having a hard time maintaining her position, consider using a 3 Speed, 2 Power, 1 Pal setup instead.
This deck is for players who are starting out and are still trying to get a feel of the game's mechanics and intricacies. This deck can help you get the needed stats to clear the career, while also providing important skills.
Take advantage of the game's borrowing feature to borrow a powerful MLB SSR, like Kitasan Black. Additionally, if you do not have an MLB copy of Riko Kashimoto (Tracen Academy), it would be better to use another SR Stamina card instead.

These cards will help Tokai Teio level her needed Stats (especially with Rainbow/Friendship Training), as well as provide some needed skills.
These stats are enough to clear the URA Finale easily, as they provide enough Speed, Stamina, and Power for all of Tokai Teio's career races, especially when partnered with the correct skills.
As for the deck, you can run a 4 Speed, 2 Stamina setup to account for the Long and Medium races in her career. If you feel that she is lacking in Power, try a 3 Speed, 3 Power setup.

For Legacy Sparks, we recommend trying to find Stamina and Power sparks, as she will need it for her Medium and occasional Long races. For race style sparks, raise her Pace Chaser aptitude for stat bonuses and skill effectiveness.
Another option is to get Long sparks to upgrade your Long compatibility from B to A to help her peform better in these tracks if you're having a hard time clearing them.
You can use either your own Veterans, or borrow the ones from your friends. If you do not have Veterans with full sparks, you can go with whatever you have access to.
Tokai Teio has both Medium and Long races, so getting at least one gold recovery skill will top up her Stamina when racing. Race Planner, recovers your stamina mid-race. It is easily unlocked by raising Tokai Teio's Potential to level 3.
Another gold recovery skill you can acquire is Swinging Maestro, which is generally a good recovery skill to get as it triggers consistently than any other recovery skill.
Skills from Tokai Teio's career events will also be of use in her races; Head-On gives a boost in acceleration to help Tokai Teio speed up, and Prepared to Pass which is useful in breaking out of the pack.
As for unique skills, the following are good to inherit for Tokai Teio;
If you cannot get the recommended skills, you can replace them with similar skills that you have access to. You will just need to make sure that Tokai Teio can activate said skills in a race.
