Tosen Jordan's Unique Skill Pop & Polish will activate during the final straight of a race if it meets one of two conditions. The first is if she is an overtake target, and is lower than 2nd place and in the top 30% of the total number of racers (around 2nd or 3rd in Champions Meet races). The second is if she is in the top 20% of the total number of racers (2nd place in Champions Meet races) and has just overtaken another racer.
Because of the strict conditions of her Unique Skill, it is better to run her as a Pace Chaser to ensure that she is near the front of the pack during the final straight. Once the Unique Skill gets reworked in the future to make it easier to activate, you can then run Tosen Jordan as a Late Surger instead.

Is Tosen Jordan (Jokester ☆ Vibes) Worth It
Best as a Medium Pace Chaser
Tosen Jordan is not a meta pick, so the best reason for getting her is because you like her (favorite/fan pick). Otherwise, she's up against strong contenders already in her distance and style, such as Oguri Cap, Agnes Tachyon, and even a Medium-built Gold Ship.
Tosen Jordan, at first impression, is a mixed situation of going either Pace or Late due to her conflicting skill kit. Ideally, you want her mainly using the Pace style to consistently activate her unique skill and Race Planner. On the other hand, she has On Your Left! for some advantage in the Late position.
Because of this, she isn't easy to deeply specialize in a style in the beginning. Nevertheless, she's at her best in her home distance Medium, having Medium Straightaways ◯ and All I've Got Skill in her kit right from the get-go.

Train in the Unity Cup Scenario
Run Her as a Pace ChaserTrain in the Unity Cup Scenario
When training Tosen Jordan, use the brand new Unity Cup scenario to take advantage of the new Spirit Burst mechanic. This not only lets you gain more stats than normal, but can also provide useful Skill Hints.
Run Her as a Pace Chaser
Although Tosen Jordan has access to Late Surger skills, her initial aptitude for it is B. While this can be remedied using Sparks, it is better to run her as a Pace Chaser instead. Not only does she have access to Race Planner, a strong Recovery skill, but her Unique Skill also requires her to be "well-positioned", which can easily be done as a Pace Chaser.
Can be a Late Surger Later On
Once Tosen Jordan's Unique Skill gets reworked in a future update to make it easier to activate, you can choose to run her as a Late Surger instead. While you do lose access to Race Planner, you will instead be able to use On Your Left!, a strong late-race acceleration skills for Late Surgers.
Improve her Medium Aptitude
Although Tosen Jordan has Long races in her career, she does not need to win them to progress in her career. As such, it is better to improve her Medium aptitude to make her perform as part of your Medium team in Team Trials and keep her Long aptitude at B.
Train Enough Stamina For Long Races
When training Tosen Jordan, make sure to at least have 350 stamina before the Copa Republica Argentina on Classic Year Early November, and at least 500 stamina before the Tenno Sho (Spring) on Senior Year Late April to help you survive both races.
Make Sure to Clear her Debuff After Satsuki Sho
After the Satsuki Sho, Tosen Jordan will receive a debuff skill called 3D Nail Art that lowers her Speed in Firm race tracks. This skill can be removed using 50 Skill points, similar to Gold Ship's Gatekept skill.
Make sure to remove this debuff before the Copa Republica Argentina in Early November of her Classic Year. Removing the debuff before then will reward you with additional Skill points once you accomplish the Copa Republica Argentina career goal.

Tosen Jordan will be a part of your Medium team in Team Trials as a Pace Chaser. As such, focus on giving her as much Speed and Power as possible to help her overtake her opponents, while also providing enough Stamina to survive her races. Getting a Gold Recovery skill like Race Planner or Swinging Maestro is recommended, especially for her Long career races.
If you are only planning to clear a career run with Tosen Jordan, then you can aim for lower stat numbers, as the stats above are for Team Trials.
Recommended Support Cards
Unity Cup Build
For Support cards, we recommend a 3 Speed, 2 Power, 1 Pal deck for Tosen Jordan. This will help her get the Speed and Power she needs, with the Stamina coming from Power training, Legacy Sparks, and Riko Kashimoto's Career events. Alternatively, you can also run a 2 Speed, 3 Wit, 1 Pal deck, which will help you maximize your training time.
Rice Shower (Happiness Just around the Bend) in particular is a great Power card, as it can give you the Gold recovery skill Swinging Maestro through her Career Events. Additionally, if you do not have Riko Kashimoto (Planned Perfection), you can use a max-uncapped Riko Kashimoto (Tracen Academy).

These cards will help Tosen Jordan level her needed Stats (especially with Rainbow/Friendship Training), as well as provide some needed skills.
URA Finale Build
These stats are enough to clear the URA Finale easily, as they provide enough Speed, Stamina, and Power for all of Tosen Jordan's career races, especially when partnered with the correct skills.
As for the deck, you can either run a 4 Speed, 2 Stamina deck, or a 3 Speed, 3 Power deck if you can get Stamina sparks. Tazuna Hayakawa can also be used as an alternative card in exchange for a Power card.

Tosen Jordan will need Stamina and Power sparks to help her meet her stat requirements. If you find yourself having a hard time meeting the Stamina requirements, you can swap some Power sparks for Stamina sparks. Afterward, get Pace Chaser and Medium Sparks to improve her performance in the running style and distance.
You can use either your own Veterans, or borrow the ones from your friends. If you do not have Veterans with full sparks, you can go with whatever you have access to.

Tosen Jordan will need speed and acceleration skills to help her overtake during the later parts of the race. Skills like Up-Tempo and corner skills like Professor of Curvature and Medium and Pace Chaser Corners will help her keep her position near the front, while Homestretch Haste, No Stopping Me!, and All I've Got can help her pass other runners during the last spurt.
Race Planner is Tosen Jordan's go-to Recovery skill thanks to its accessibility, although Swinging Maestro can be a good alternative as well. As for inherited Unique Skills, Triumphant Pulse is always a good choice, as this can help close out races with a final burst of speed.
If you cannot get the recommended skills, you can replace them with similar skills that you have access to. You will just need to make sure that Tosen Jordan can activate said skills in a race.

It is important to remove the 3D Nail Art debuff before the Copa Republica Argentina, as this will increase the amount of Skill Points that you get after the race, but also improve Tosen Jordan's mood.
Removing the debuff will reward you with a base value of 115 Skill Points, giving you a base net total of 65 Skill Points after the event. Not removing the debuff will give you a base value of 85 Skill Points, giving you a base net total of 35 Skill Points after you remove the debuff.
