As there aren't much trainees that naturally have an A aptitude for Dirt in the game right now apart from Haru Urara, pulling for Smart Falcon is a must.
She will make a great addition to your Dirt Team Trial team, and can free up other characters like Oguri Cap and Taiki Shuttle to be used in other teams.

When training Smart Falcon, use the brand new Unity Cup scenario to take advantage of the new Spirit Burst mechanic. This not only lets you gain more stats than normal, but can also provide useful Skill Hints.
As Smart Falcon has an A rank on her Front aptitude, it is best to upgrade it from A rank to S rank as she will be running in this style in her career and Team Trials.
Since Smart Falcon can be used for your Dirt team in Team Trials, it's recommended to upgrade her Dirt aptitude from A to S to improve her performance in these races.
If you're only training Smart Falcon to complete her career, take note that she has seven Medium races for her career goals, so you can optionally increase her Medium aptitude with one legacy spark so she can win her goal races.

As Smart Falcon will be part of your Dirt team in Team Trials, the stats above provides enough Speed, Power, and Wit to beat the competition.
As a Front Runner, Smart Falcon will need Speed and Power, so prioritize getting those. Follow this up with Wit to keep her from being Rushed and help with activating her skills. Train her Stamina as well so she can run at max speed for longer.
If you are only planning to clear a career run with Smart Falcon, then you can aim for lower stat numbers, as the stats above are for Team Trials.
For Smart Falcon, we recommend a 3 Speed, 3 Wit deck as she will need her Wit stat to maintain her position and to ensure skill activation. It also diminishes the chance of her getting Rushed.
If Smart Falcon is having a hard time taking the lead early or keeping her position, opt for a 3 Speed, 2 Power, 1 Pal setup with Riko Kashimoto as the preferred Pal card.
Groundwork can be obtained through Oguri Cap (Get Lots of Hugs for Me) card events.
This deck is for players who are starting out and are still trying to get a feel of the game's mechanics and intricacies. This deck can help you get the needed stats to clear the career, while also providing important skills.
Take advantage of the game's borrowing feature to borrow a powerful MLB SSR, like Kitasan Black. Additionally, if you do not have an MLB copy of Riko Kashimoto (Tracen Academy), it would be better to use another SR Power card instead.

These cards will help Smart Falcon level her needed Stats (especially with Rainbow/Friendship Training), as well as provide some needed skills.
These stats are enough to clear the URA Finale easily, as it provides enough Speed and Power for all of Smart Falcon's career races, especially when partnered with the correct skills.
As for the deck, you can run a 4 Speed, 2 Power setup as she will need enough Power to maintain her position in the lead.

For Legacy Sparks, try to get Speed and Power sparks as she will need them for her Mile and Medium races. If you're having a hard time getting the needed Stamina, you can also replace some Speed sparks for Stamina.
For race length aptitude, prioritize raising her Mile sparks from A to S, or Dirt sparks so she can be part of your Team Trials setup. Do take note that giving her Mile sparks provide a boost to your Speed, while Dirt sparks give Power. Upgrade her Front Runner sparks from A to S as well. Only get Medium sparks if you are having difficulties with her career goals.
Groundwork is a crucial skill for Front Runners, take six legacy sparks so Smart Falcon can acquire the skill.
You can use either your own Veterans, or borrow the ones from your friends. If you do not have Veterans with full sparks, you can go with whatever you have access to.

Since Smart Falcon is a Front Runner for Mile and Medium races, so Speed skills are a priority. Some good skills include Professor of Curvature and Front Runner Corners ◯ to increase her speed, as well as Taking the Lead to help her navigate to the front.
Groundwork is also a beneficial skill for Front Runners as it gives them a boost in acceleration early-race. Take note that Groundwork requires three skills to activate early-race in order to work.
For unique skills, Smart Falcon can inherit Angling and Scheming, this skill provides an increase in acceleration if Smart Falcon is in 1st place during the final spurt of the race.
If you cannot get the recommended skills, you can replace them with similar skills that you have access to. You will just need to make sure that Smart Falcon can activate said skills in a race.

While going through Smart Falcon's career, you will usually encounter the event Coming to a City Near You ☆. When this event triggers, Smart Falcon will receive one of five Fan Promise status effects. These status effects do nothing on their own, but will instead tie in with another secret event: Connecting ☆ Inspiration

Upon receiving a Fan Promise effect, you must then win a race linked to the Fan Promise effect. Upon winning the race, you will receive a Mood up, Skill Points, a Skill related to the race track, and an increase to two Stats.

After winning a race based on your Fan Promise region, Smart Falcon will receive increases to two Stats. The affected Stats will depend on which area you raced in. For example, getting Fan Promise (Hokuto) requires winning a race in either a Niigata or Fukushima race. After winning one, Smart Falcon's Speed and Stamina will increase.
It's important to note that you do not need to win a graded race for the win to count. Winning a Pre-OP or OP race will still count toward this event's completion.

I just ran Falco in the Unity Cup scenario and I made sure to have 120k fans before the URA to unlock the secret event. We had 141k, but I still missed the event. Which gives me the thought that it only procs in the URA Finale scenario specifically? Has anyone else experienced this?
