While Biwa Hayahide's stats are fine, there are many better choices from whom you should spend your limited currencies on. With the global schedule released in full, we do not recommend pulling for Biwa Hayahide until you have settled with Support Cards such as the SSR Kitasan Black.
She's a fine alternative for Medium races with other characters such as Agnes Tachyon and Daiwa Scarlet (or Gold Ship for Long races) if you're going for Team Trials. Otherwise, the existing SRs will get the job done in PvP already.
If you have a proper deck of support cards already, feel free to pull her if she is your favorite. Your enjoyment takes priority over anything else, so don't hesitate to pull for her if you want to!
