Tamamo Cross (Fast as Lightning)'s Unique Skill increases velocity and acceleration when the user meets the following condtions:
For securing a consistent activation of this skill, ideally you'll either want the user to be a Pace Chaser for the 20-30% placement condition, or a Late Surger or End Closer for the 70% placement condition.
Despite the non-activation positional gap (4-5th in 9-gate CM/5-7th in 12-gate TT), the upper condition of being within the 20-30% should still be easy to achieve with Late/End styles if the user is pushed towards the front positions in a race due to a lot of rear styles being present or the lack/absence of Front/Pace racers.

Tamamo Cross (Fast as Lightning) is a great general End Closer ace for Long races. Alternatively, she can also take up the Late and Pace styles. Competitively, End Closer is the preferred style for this distance until Lates become stronger in later updates due to more optimal skills.
She is the first Umamusume to come with Tail Nine, the rare version of Tail Held High which is a good mid-race velocity skill in general. She also already comes with Straightaway Spurt, similar to Narita Taishin (Nevertheless), which is a must-have for competitive Long End Closers.
If you manage to get Tamamo Cross (Fast as Lightning), she'll be a good character to have in a long while for Team Trials (TT) and Long Champions Meetings (CM).

When training Tamamo Cross (Fast as Lightning), use the brand new Unity Cup scenario to take advantage of the new Spirit Burst mechanic. This not only lets you gain more stats than normal, but can also provide useful Skill Hints.
In the current game state, the End Closer style on Long races is the preferred choice for Tamamo Cross due to the availability already of Straightaway Spurt, along with her already coming with the appropriate aptitude and the desirable growth rates of 20% Stamina and 10% Power.
She may also be trained for the other styles Late Surger and Pace Chaser if desired, but you'll want to look elsewhere for more appropriate skills for them.

Tamamo's potential kit starting at Lv. 3 is good in general. With Tamamo Cross as an End Closer, you'll want to mainly secure both Straightaway Spurt for a consistent general late-race acceleration skill on Longs and Tail Nine as a general mid-race velocity skill.
Otherwise, Fast and Furious is still a good mid-race velocity skill for her as a Late Surger, and Preferred Position is fine to take if she is trained to run as a Pace Chaser.

In Tamamo Cross's career, an event wiill cause her to lose 5 more energy than usual from races held between Early May and Early August of Classic Year. Despite this, you'll want to take the opportunity to at least win in 1 race within this period to secure skill point boosts in an event in Senior Year.

In Tamamo Cross's career, two races in Senior Year, Early Jan will provide her skills if won. Only one of them can be entered due to being held in the same period.
If you decide to enter in one of these races, entering the G3 race Nakayama Kimpai is recommended due to being much easier to accomplish since Tamamo Cross already has A aptitude in that distance. Kyoto Kimpai will be harder to win unless you can raise her Mile aptitude from E→A.

An event at the end of Senior Year will occur if Tamamo Cross wins in the above listed G1 races. Of these races, winning 3 is required as per career goals and only 1 race is optional (Japan Cup), so make sure to schedule the optional race ahead of time in case you forget!

When building Tamamo Cross (Fast as Lightning) as a Long End Closer, we recommend getting the stats above for Speed, Power, and Stamina. 2 Gold Recovery skills are recommended, like Swinging Maestro and Cooldown, to help ease Stamina requirements for Long races.
It is important to note that if you cannot reach the stats recommended above, you can instead aim for a similar stat distribution. You can then compensate for the missing stats using skills.
These are the recommended deck formations if you want to develop high overall stats in the Unity Cup, along with the chance of securing at least 2 gold recovery skills. 3 Speed, 2 Stamina, 1 Pal is generally recommended to safely meet the statlines past career. 3 Speed, 2 Power, 1 Pal is an alternative choice if you want to try maximizing her Power stat and if you can still supply enough stamina.
The above decks can be challenging to put together for new players to have since you will need to pull for most of them, but if successful, can develop an Umamusume with very high stats.
This deck is for players who are starting out and are still trying to get a feel of the game's mechanics and intricacies. This deck can help you get the needed stats to clear the career, while also providing important skills.
Take advantage of the game's borrowing feature to borrow a powerful MLB SSR, like Kitasan Black. Additionally, if you do not have an MLB copy of Riko Kashimoto (Tracen Academy), it would be better to use another SR Stamina card instead.

These cards will help Tamamo Cross (Fast as Lightning) level her needed Stats (especially with Rainbow/Friendship Training), as well as provide some needed skills.
These stats are enough to clear the URA Finale easily, as they provide enough Speed, Stamina, and Power for all of Tamomo Cross's career races, especially when partnered with the correct skills.
As for the deck, you can either run a 3 Speed, 2 Stamina deck, or a 3 Speed, 3 Power deck. You can also choose to replace a Speed card in the first deck or a Power card in the second deck with Tazuna Hayakawa (Tracen Reception) if you want to use a Pal card.

Stamina and Power sparks are recommended for Tamamo Cross (Fast as Lightning) for better performance. Stamina sparks is preferable in most cases, but you can try Power sparks if you can supplement enough Stamina for her otherwise in training. Aside from those, it is recommended to secure Long sparks first which has the most impact speed-wise, then Turf and lastly End Closer sparks.
You can use either your own Veterans, or borrow the ones from your friends. If you do not have Veterans with full sparks, you can go with whatever you have access to.

※ White skills can be used if you do not have the gold version.
Building Tamamo Cross as a Long End Closer, you'll want to secure ◎/◯ distance and style skills for general use, and at least 2 gold recovery skills. Straightaway Spurt is the best skill for a Long End Closer due to its activation position on the track on top of being an acceleration boost near the start of the late-race. Other good skills include No Stopping Me!, Professor of Curvature, It's On!, and In Body and Mind.
For inherited unique skills, minimum good skills for her as a TT Long End Closer are Behold Divine Emperor's Divine Might and Triumphant Pulse for easy activations and point gain on top of their velocity boost. For better performance in hitting 1st place, relevant in CMs, she can be built towards Let's Pump Some Iron and Moving Past, and Beyond for great amounts of late-race acceleration.
