Triumphant Pulse activates when Oguri Cap is in 2nd to 5th place and within the top 50% of the pack, with 200 meters left in the race. This makes it a very reliable skill that can easily activate as long as you run Oguri Cap as a Pace Chaser or Late Surger.
It is important to note that this skill will not activate if Oguri Cap is already in first place, and it will not activate if Oguri Cap gets overtaken past the 200m mark while she is in first place.

When training Oguri Cap, use the brand new Trackblazer (MANT) scenario, as this will allow you to get higher stats than before. Try to participate in 30 to 35 races during your career runs while making sure to prioritize winning G1 races.
Oguri Cap's B aptitude for Long races will allow rivals to appear in them. While increasing her aptitude for Long races to A can help her performance in those races become more stable, it is not required.
Trackblazer (Make a New Track) Scenario Guide
Although Oguri Cap can be run as a Late Surger, it is ideal to run her as a Pace Chaser. This makes it easier to activate her Unique Skill Triumphant Pulse, as being a Pace Chaser will make it easier for her to be positioned toward the front.
Additionally, Oguri Cap has easy access to Gourmand, a strong Stamina recovery skill for Pace Chasers. This will make it easier for Oguri Cap to reach the Stamina requirements for her preferred races.
Gourmand is a strong stamina recovery skill that activates mid-race. Having this skill lowers the minimum Stamina you need to comfortably run her races, giving Oguri Cap all the stamina that she needs for her races, including the Arima Kinen.
You can get access to Gourmand by leveling her to Potential Level 3, or by using the Support Card Special Week (The Setting Sun And Rising Stars).
As you will be using Oguri Cap as a Dirt racer for Team Trials, try to improve her Mile Aptitude as the Dirt Team Trial will always be Mile length.
Alternatively, you can also improve her Long Aptitude to help with her two Arima Kinen Career races. Take note that this is not required, and you can win those races through your stats.

Since Oguri Cap will be part of your Dirt Team in Team Trials as a Pace Chaser, we recommend getting the stats above so she has enough Stamina and Power to beat the competition. Getting a Gold Recovery Skill like Gourmand will help lower your Stamina requirements, but is only needed if you plan to train Oguri Cap for Long CM races.
If you are only planning to clear a career run with Oguri Cap, then you can aim for lower stat numbers, as the stats above are for Team Trials.
Training Guide: Which Stats to Train?
For Oguri Cap's Support Cards, we recommend running a mixed deck consisting of 1 Speed and 3 Wit cards, as well as 2 Race Bonus fillers. This will help Oguri Cap get all of the stats she needs as a Pace Chaser in Dirt races. The filler cards can be for any stat as long as you have at least 50 Race Bonus.
Alternatively, you can run a Speed-Gut-Wit deck consisting of 1 Speed, 3 Guts, and 2 Wit cards. This allows you to train Speed, Power, and Guts at the same time, as well as recover some energy through Wit training. This deck, however, relies on the proper usage of Trackblazer items to bring out its full potential.
Due to the nature of the Trackblazer (MANT) Scenario, it is important to prioritize cards with high Race Bonus.
This deck consists mostly of SR cards, and are meant for players who do not have many SSR Support Cards. Despite the lower rarity, this deck can still hold up and perform well in the latest scenario. Take advantage of the game's borrowing feature to borrow a powerful MLB SSR, like Matikane Fukukitaru (Touching Sleeves Is Good Luck! ♪).
These cards will help Oguri Cap level her needed Stats (especially with Rainbow/Friendship Training), as well as provide some needed skills. Try to prioritize cards with a high Race Bonus, as you want at least 50% Race Bonus in your deck.
If you plan to run the Unity Cup, we recommend using either a Speed-Wit deck or a Speed-Power deck to help Oguri Cap get the stats she needs.

For Legacy Sparks, we recommend trying to find Stamina and Power sparks as Oguri Cap will need them for her races. You can choose to get more Stamina sparks if you are having a hard time meeting the Stamina goals. Go for Mile sparks as you will be using Oguri Cap in Dirt Team Trials, and Pace Chaser sparks since she will be running as a Pace Chaser. Finally, get Dirt sparks if possible to help prevent the Power penalty.
If you are training in the Trackblazer scenario, you can also get at least 1 Long sparks so that Oguri Cap's performance in Long races will be more stable. This is, however, not required, as she can still perform well without it.
You can use either your own Veterans, or borrow the ones from your friends. If you do not have Veterans with full sparks, you can go with whatever you have access to.
Since Oguri Cap will be a Pace Chaser for your Dirt races, you will need velocity skills to keep your position throughout the race, as well as acceleration skills to help you move up. Since Mile races don't need as much stamina, you can focus on getting velocity and acceleration skills instead of recovery skills.
Acceleration skills like Head-On activate in the late-race, and can help you accelerate to the front. Good velocity skills, on the other hand, include Pace Chaser and Mile Corners, Professor of Curvature, and It's On!, all of which can activate in the mid-race.
If you cannot get the recommended skills, you can replace them with similar skills that you have access to. You will just need to make sure that Mejiro Ardan can activate said skills in a race.

This secret event can be obtained by achieving the above event conditions. Oguri Cap will get the Mood bonus regardless of what you do on the date of the Tenno Sho (Spring). As such, this event is not a priority unless you are aiming to do the upcoming secret event.

The Together Forever secret event can be achieved by winning four specific G1 races: the Kikuka Sho, Arima Kinen (Classic Year), Osaka Hai, and Tenno Sho (Spring). Doing so will trigger the secret event on Senior Year Late December, where you will get Speed and Stamina, Skill Points, and a Skill Hint for Hydrate.
Take note that if you plan to do this secret event, it is advisable to get at least 1 Long spark to push Oguri Cap's Long aptitude from B to A. Additionally, try to get at least 500 Stamina before the Kikuka Sho and at least 600 Stamina before the Tenno Sho (Spring). This can be lowered if you have recovery skills.

To make sure that you don't miss any of the secret event's required races, make sure to use the Agenda Race Scheduler. This can help you keep track of the Kikuka Sho, Osaka Hai, and Tenno Sho (Spring) in particular, as they are not part of Oguri Cap's race goals. You can also save and load Agendas for future runs.

I am surprised no one has pointed out that the guide straight up gets one of her innate skills wrong. The guide lists Straightaway Acceleration as one of her innate skills, but she doesn't have that, she actually has just Acceleration.
