・More convenience in content clearing with stronger Support Cards in the long-term. Though, most SR cards will get the job done already. |

Limited event cards, such as the SSR Special Week (Speed) can no longer be pulled unless its corresponding event banner undergoes a rerun. You will have to wait until then, or borrow from someone who already has it!

The best card to currently reroll for is SSR Kitasan Black (Fire at My Heels) Card in the present Limited Banner. Speed is one of the most important stats in the game other than Stamina. At this stage, SSR Kitasan Black is currently:
Saving Kitasan Black in your deck will also allow you to limit break her later once events are out to help with claiming dupes aside from the Scout banners.

Aside from Fire at My Heels, SSR Super Creek, SSR Fine Motion, and SSR Tazuna Hayakawa are also Support Cards that players will want to get.
Rerolling with aim for getting SSRs will also consequently have you rolling a (hopefully) good amount of SR Support Cards. SSRs alone won't carry a deck, so it's good to have some of the best SRs in the game to make you more comfortable in the long run.
MLB (or high-level) SR Support Cards can also be as competitive as lower or 0LB SSR Support Cards, so do not skip out on them (also knowing that there are still little SSRs in the pool).

The above tier list details the go-to picks for character rerolls. Those at a higher-rank have more noticeable features such as having easy-to-complete careers with skill inheritance factored in as parents for Trainees. Competitiveness in PvP is also considered.
You can be a lot more relaxed when rerolling for characters since they can be leveled up later with Star Pieces earned from different shops (mostly from Statue Exchange). Support Cards are harder to level up in the current state of the game since you need true duplicates from the banners.

Rerolling for characters is your second priority after Support Cards. Should you wish to re-roll for them, do note that you have a 3-star Guaranteed Selector at the start of the game.
If you're looking for competitive or potential legacy character picks in your rerolls, the above Strong SSR Rolls should be good choices. Else, most 1-2-star Veteran Umamusume can be trained to their strongest with quality SSR and SR support cards.

The Umamusume above will always be the default starting characters on an account, so you can be relaxed about rerolling for other characters instead. The starting line-up is already acceptable for PvP so as long as you can train them well.
Haru Urara, though, can be substituted for stronger picks like Oguri Cap and El Condor Pasa later on for a Dirt Team in Team Trials once you have better sparks to raise their Dirt track aptitude.

You can reroll by deleting your User Data. Go to the title screen and click the button at the bottom-right corner of the screen. You will find the Delete User Data at the bottom of the screen. You can save your previous account first by using Data Link and keeping note of your Trainer ID and password.
After having deleted your data, the game will automatically restart and ask for your initial trainer details. Complete them, then choose to skip the tutorial. At the home screen, claim all of the Carats you can from your gift box, then head over to the Scout menu and start rolling.

If you're aiming to reroll your account, always prioritize rerolling for Support Cards since they provide the most benefit to your overall gameplay experience in the long run
This is because Support Cards are responsible for vastly improving the training results of your Character, along with other quality-of-life training boosts like energy recovery and skill hints.
After pulling your Support Cards, Characters will be the last you'll want to pull for. It's mainly to increase your trainee roster further but also give you more options in PvP modes like Team Trials.
