Mejiro Dober's Unique Skill can activate in one of two points during a race. The skill can activate in the late-race if Mejiro Dober is in a corner that is not the final corner. It can also activate in the mid-race, if she is in the final corner. This means that depending on the track, Meijro Dober's Unique Skill can either be a mid-race or a late-race skill.
Additionally, on top of the location conditions, the skill will only activate if Meijro Dober is in the middle of the pack (5th-6th place in Champions Meet races and 6th-8th place in Team Trial races), and if she did not get Rushed at any point throughout the race.

Meijro Dober's Unique Skill is a strong skill that is similar to Mejiro Ryan's Unique Skill Let's Pump Some Iron, and is a good skill for Late Surgers to inherit.
However, due to its strict conditions, as well as the lower duration when inherited, the effects of the skill varies from race to race. If you are planning to roll for Mejiro Dober as a Late Surger parent, make sure you know the layout of the racetrack to see if you can maximize her Unique Skill.
Good Late Surger in Medium Races
Outside of being a Legacy, Meijro Dober herself is great Late Surger, with a focus on Medium races. If you are looking for a new Late Surger to add to your roster, or if you like her as a character, then you can roll for her.

Train In The Unity Cup Scenario
Run Her as a Late SurgerTrain in the Unity Cup Scenario
When training Mejiro Dober, use the brand new Unity Cup scenario to take advantage of the new Spirit Burst mechanic. This not only lets you gain more stats than normal, but can also provide useful Skill Hints.
Run Her as a Late Surger
Running Mejiro Dober as a Late Surger is the best choice, as she has access to Late Surger skills, as well as an A-rank aptitude for the running style. Additionally, her Unique Skill activates when she is in the second half of the pack, which she can easily achieve by running as a Late Surger.
Improve her Medium Aptitude
Mejiro Dober will be part of your Medium team in Team Trials. As such, improving her Medium aptitude is a must, as this will help her perform better during Team Trial races.
Although she has a Long race in her career (the Arima Kinen), she does not need to win it, so you can keep her Long aptitude at F.
Succeed in Her Secret Events
Meijro Dober has two good Secret Events that can provide a Mood increase, stats, and even Skill Hints. The first event requires her to win the Triple Tiara, while the other needs her to win 5 G1 races in her Senior Year (her three Senior Class G1 races and two other G1 races of your choosing).
Make sure to complete both Secret Events to maximize your stat gain and gain access to some useful skills.

Mejiro Dober will be a part of your Medium team in Team Trials as a Late Surger. As such, focus on giving her as much Speed and Power as possible to help her overtake her opponents, while also providing enough Stamina to survive her races. Acquiring a Gold Recovery skill, such as Swinging Maestro, is recommended to aid her in Medium-length races.
As her Unique Skill requires her to stay calm throughout the race, try to get enough Wit to prevent Meijro Dober from getting Rushed. If you are only planning to clear a career run with Mejiro Dober, then you can aim for lower stat numbers, as the stats above are for Team Trials.
Recommended Support Cards
Unity Cup Build
For Support cards, we recommend a 3 Speed, 2 Power, 1 Pal deck for Mejiro Dober. This will help her get the Speed and Power she needs, with the Stamina coming from Power training, Legacy Sparks, and Riko Kashimoto's Career events. Alternatively, you can also run a 2 Speed, 3 Wit, 1 Pal deck, which will help you maximize your training time.
Rice Shower (Happiness Just around the Bend) in particular is a great Power card, as it can give you the Gold recovery skill Swinging Maestro through her Career Events. Additionally, if you do not have Riko Kashimoto (Planned Perfection), you can use a max-uncapped Riko Kashimoto (Tracen Academy).

These cards will help Meijro Dober level her needed Stats (especially with Rainbow/Friendship Training), as well as provide some needed skills.
URA Finale Build
These stats are enough to clear the URA Finale easily, as they provide enough Speed, Stamina, and Power for all of Meijro Dober's career races, especially when partnered with the correct skills.
As for the deck, you can either run a 4 Speed, 2 Stamina deck, or a 3 Speed, 3 Power deck if you can get Stamina sparks. Tazuna Hayakawa can also be used as an alternative card in exchange for a Power card.

Mejiro Dober will need Stamina and Power sparks to help her meet her stat requirements. If you find yourself having a hard time meeting the Stamina requirements, you can swap some Power sparks for Stamina sparks. Afterward, get Late Surger and Medium Sparks to improve her performance in the running style and distance.
You can use either your own Veterans, or borrow the ones from your friends. If you do not have Veterans with full sparks, you can go with whatever you have access to.

Behold Thine Emperor's Divine MightAs a Late Surger, Mejiro Dober will primarily be coming in from the back of the pack. As such, acceleration skills are a must, as well as skills that activate when overtaking. Good acceleration and overtake skills include On Your Left!, Nimble Navigator, and It's On!.
Other than that, players should get speed skills to help Mejiro Dober keep her position, such as Professor of Curvature, Medium and Late Surger Corners, and Slipstream. Homestretch Haste is another good option, and can help Mejiro Dober close out the race. As for recovery skills, Swinging Maestro is a reliable option.
If you cannot get the recommended skills, you can replace them with similar skills that you have access to. You will just need to make sure that Meijro Dober can activate said skills in a race.
